Pigma Micron fineliners from Sakura in Japan are water based and archival. They incorporate Pigma ink which is fast drying, pigment based, fade resistant and waterproof once dry, making them extremely permanent. Plus, the ink is bleedproof on most papers and will not spear or feather when dry.
